Cleaned my power valves today. Been a few years. Do these look bad enough to have any noticeable effect on performance, like enough to cause a 100-200rpm decrease in max sustained rpm?

That drop in RPMs is not going to be due to a powervalve being dirty. The M8 clutches are not the most durable in the world...go through those. Might be good to replace primary spring and assure the secondary is functioning as it is supposed to. That the rollers are not flat, etc. Bushings are good, etc. And a fresh belt with clean clutches is always helpful.
and check your PV cable are adjusted to spec this is the place most guy loose the battle.
Primary clutch, spring, weights were replaced about 1,000 miles ago. I disassembled my secondary for inspection and cleaning a year ago.
I should probably buy a new belt since I have not replaced it for a few years.
I will also check my PV cables since that hasnt been done for a few years.

Get a can of aerosol graphite spray, spray a small amount on your secondary clutch hub(backside closest to dd). I'll bet money your rpms come right back. The aluminum hub hourglass wares and sheave binds under load. If graphite works send your clutch to Mel (formula x-1) I've done 3 now. Lightning backshifts & crazy acceleration period

Oh if your primary has 4000 miles it's prob time to toss it in the bush
